About David
David is an experienced lawyer with specialist expertise in data protection compliance, EU regulation, intellectual property, cyber security and artificial intelligence.
David has over 25 years' experience at a senior level working across regulated sectors-particularly technology, media, financial services and healthcare (including pharma and life sciences)
David has significant competence in dealing with regulatory law issues in both advisory and contentious matters and has very extensive experience with regulators, shareholders, contentious matters generally and has extensive experience of dealing with regulators within the EU, OECD and G8 regulatory and legislative environments. He also became involved as part of an UK industry group in supporting the UK Government on the development of the First G8/OECD Cybercrime Treaty. David was also heavily involved with EU agencies in respect of the market/competition issues relating to the ever-expanding internet industry during this time.
David returned to Ireland in late 2002 and became general counsel at TV3. In this capacity David advised on numerous EU issues including the taking of a state aid cases against the Irish Government in respect of the funding of the public service broadcast sector in Ireland which resulted in a major overhaul of the relevant legislation in the 2009 Broadcast Act. David's media experience also includes dealing with regulatory and contract issues including the use of recommender algorithms and other machine learning tools (a predecessor of AI) in Video on Demand and Streaming services.
David has worked with a significant number of regulators from this time on including Broadcasting Authority of Ireland (now Coimisuin na Mean, Commission for Communication Regulation, the Competition and Consumer Protection Commission.
From 2017-2023, David provided business consultancy services in conjunction with leading specialist law firm and data protection service providers to range of clients including major universities, hospital groups, pharmaceutical companies etc. David also provided services in respect of technology regulations advisory services in respect of the Network Information Services Directive, machine learning /AI and in this regard provided interim General Counsel (Europe) services for nine months in 2019-202 in respect of Datastax (now part of IBM) a databases service provider which specialises in the provision of machine learning/AI applications.
Relevant Experience
- Design and draft policies on data protection and technology/social media for Irish media companies.
- Served as senior data protection adviser to in house DPO and advised on privacy compliance and network security regulations for a number of large Irish consumer facing financial service institutions.
- Worked with British telecommunications sector and relevant UK/G8 government agencies in respect of original G8/OECD Cybercrime Treaty.
- Devised and implemented numerous data protection and network security programmes including DORA, NIS2 and other similar EU Laws.
- Advised Irish broadcast sector in respect of successful EU law cases in respect of the public funding and definition of public service broadcasting.
- Advised on the creation and delivery of DSA,DMA and AI Act compliance programme for clients.
