About Peter Curran
Peter is a partner in our Projects, Infrastructure & Energy group, specialising in Public Procurement. He has more than 25 years’ experience of advising public and private sector organizations on the procurement of projects and contracts across various sectors including transport, social housing, education, technology, communications, waste, health and energy.
Peter advises contracting authorities on all aspects of the public procurement process – strategy, procedure, market consultation, drafting robust procurement documents, candidate selection, evaluation and award processes, debriefings, contract drafting/negotiation, contract modification and green/social procurement issues.
He also advises bidders on every aspect of tendering - teaming and consortia arrangements, bid strategy, pre-qualification, clarifications, contract reviews/mark-ups, reviewing tender requirements and evaluation criteria, compliance issues, debriefings, sub-contracting and contract finalisation.
He regularly acts for clients in procurement dispute resolution and has advised on many leading cases decided by the courts in Ireland and Northern Ireland.
Peter has been recognized for many years by independent directories (Chambers Europe, Legal 500 and Who’s Who Legal) as a leading procurement and projects lawyer.
Recent Experience
Peter has acted as lead legal advisor on some of the most significant infrastructure and technology projects procured in Ireland in recent years – for example:
- Advised EirGrid and Réseau de Transport d’Electricité on their successful joint procurement of the Celtic Interconnector, a €1bn sub-sea electricity connection between Ireland and France.
- Advised National Development Finance Agency on the procurement of major PPP contracts for Social Housing and Higher Education facilities.
- Advised Dublin City Council on the successful procurement of a contract the upgrade and development of Voter.ie and its implementation as the National Electoral Registration System.
- Advised Bristow Group on its successful tender to the Department for Transport for the provision of search and rescue (SAR) aviation services, and subsequent contracting arrangements.
- Advised Vinci Concessions and Abtran on their successful joint tender to provide electronic tolling services on the M50, Ireland’s busiest motorway, and subsequent contracting arrangements.
- Advised numerous contracting authorities and challengers on procurement disputes before the Courts of Ireland and Northern Ireland (including several leading cases).
Professional & Civic Activities
Peter is an active member of the Editorial Board of the Public Procurement Law Review and the lead reviewer of cases for Ireland and Northern Ireland. He has also contributed Irish chapters to various global reviews of procurement law, including Chambers Global and Getting the Deal Through and participated in World Bank procurement projects.
He speaks regularly on public procurement and tendering at conferences and seminars throughout Ireland, UK and further afield. He has lectured for the Law Society of Ireland on its Diploma in Public Procurement Law course and co-chaired the annual Irish Centre of European Law Procurement Conference for many years.
