Public Private Partnership

Public Private Partnerships (PPPs) are a vital component of Ireland’s infrastructure strategy, enabling the delivery of essential public services through long-term collaboration between the public and private sectors. In recent years, PPPs have played a central role in sectors such as transport, housing, education, and justice.

According to the National Development Plan (updated in July 2025), the Irish Government is committed to unprecedented levels of investment - to secure Ireland's future, unlock housing, upgrade water and energy infrastructure, deliver more roads and provide better public transport. The Government plans to spend €275 billion on infrastructure between 2026 and 2035, through Exchequer and non-Exchequer funding. PPPs will continue to be an important aspect of national strategy for meeting Ireland's infrastructure requirement.

We have also advised private sector bidders on tenders for such projects, assisting with contract dialogue/negotiation and putting in place necessary sub-contracting, project finance and corporate arrangements.

National Development Finance Agency (NDFA, Ireland’s leading PPP agency)

On the successful procurement of various PPP contracts since 2019 (Social Housing PPP Bundle 2 and Higher Education PPP Bundles 1 and 2). These were complex contracts for the design, build, finance and maintenance of new social infrastructure and key projects in Ireland's PPP programme.

Metro North PPP project

A bidding consortium on its tender for the Metro North PPP project (design, construction, commissioning, financing, maintenance and operation of a light metro system from Dublin city centre to Dublin Airport) including supply of all necessary light metro vehicles (project did not proceed).

NDFA

On procurement aspects of the Grangegorman PPP project (education facilities for TU Dublin) and related High Court litigation

The sponsor on a successful bid for a project to design, build, finance, operate and maintain (PPP) N17/N18 Gort to Tuam motorway.

Local authorities

Advised on the procurement by PPP of residual waste treatment infrastructure (MBT/EfW) and services.

Facilities management

A leading facilities management company bidding as part of a consortium for the Family Courts PPP project in Ireland.

European Investment Bank

European Investment Bank and the Latvian Government on the development of a PPP model contract for the procurement of 3000 social housing units in Latvia. This is the first PPP project of its kind in the Baltic States.

D&B Contractor

The D&B Contractor on a PPP project to design, construct, operate, maintain and finance the Criminal Courts Complex in Dublin.

Government department

Advised on the strategic review of a PFI contract for the provision of vehicle testing services and subsequent early termination of the contract.
